After winning independence in 1833, Basel-Landschaft immediately built a more democratic system than the patrician-run Basel it left behind. Today the half-canton has a 90-seat parliament, a 5-member government, 86 municipalities, and a tradition of strong direct democracy — with surprisingly low signature thresholds to challenge laws.

How Basel-Landschaft is Governed

Legislature — Landrat (Cantonal Council):

  • 90 members, elected every 4 years by proportional representation
  • Makes cantonal laws and approves the budget
  • Meets in Liestal
  • Elects cantonal judges

Executive — Regierungsrat (Government Council):

  • 5 members, elected directly by voters every 4 years
  • One member serves as Regierungspräsident (president) annually — rotates each year
  • Collegial system: all members have equal status
  • Five departments: Finance, Education/Culture, Health/Social Affairs, Economy/Security, Construction/Environment

Direct democracy — low thresholds:

  • Optional referendum: challenge a law with 1'500 signatures within 60 days
  • Popular initiative: propose a constitutional change with 1'500 signatures
  • Voters decide directly on many issues — by mail ballot or in polling booth

Municipalities:

  • 86 municipalities (Gemeinden) across 5 districts: Arlesheim, Laufen, Liestal, Sissach, Waldenburg
  • Largest: Allschwil (~21'000), Muttenz (~18'000), Reinach (~18'000)
  • Capital: Liestal (~14'000)
  • Each municipality has its own Gemeinderat (council) and Gemeindepräsident (mayor)
  • Local taxes set by each municipality

Federal representation:

  • As a half-canton, Basel-Landschaft shares one Council of States seat with Basel-Stadt
  • Has its proportional share of National Council seats

Only 1'500 signatures are needed to trigger a referendum in Basel-Landschaft — one of the lowest thresholds in Switzerland! For comparison, a federal referendum requires 50'000 signatures. This means Baselland citizens can directly challenge cantonal laws with surprising ease.
