Zurich's political system reflects Swiss direct democracy at its best. With a 180-member parliament, a 7-member executive council, and around 160 municipalities, the canton balances power between city and countryside. Citizens regularly vote on cantonal issues — a tradition rooted in Zurich's centuries-old guild democracy.

Cantonal Government

Cantonal Parliament — Kantonsrat:

  • 180 members (one of the largest in Switzerland)
  • Elected every 4 years by proportional representation
  • 18 electoral districts
  • Meets at the Rathaus (Town Hall) on Limmatquai
  • Enacts laws and approves the cantonal budget

Cantonal Executive — Regierungsrat:

  • 7 members directly elected by the people
  • 4-year terms, collegial system (shared power)
  • Departments: Justice, Security, Finance, Economy, Health, Education, Construction
  • One member serves as rotating president for one year

Direct Democracy:

  • Cantonal initiative: 6,000 signatures required
  • Optional referendum: 3,000 signatures required
  • Mandatory referendum for constitutional changes
  • Citizens vote on cantonal issues 3–4 times per year

Municipalities & City Government

Municipal Structure:

  • Canton has approximately 160 municipalities (number decreasing through mergers)
  • Divided into 12 administrative districts (Bezirke)
  • Districts: Zurich, Dietikon, Affoltern, Horgen, Meilen, Hinwil, Uster, Pfäffikon, Winterthur, Andelfingen, Bülach, Dielsdorf

City of Zurich Government:

  • Gemeinderat (City Parliament): 125 members
  • Stadtrat (City Executive): 9 members including the mayor
  • Mayor (Stadtpräsident/in) is directly elected
  • City divided into 12 Kreise (city districts) with local autonomy

Municipal Responsibilities:

  • Primary and secondary schools
  • Local infrastructure (roads, water, waste)
  • Social services, recreational facilities, local police

Zurich's political structure has two "parliaments" that often confuse people: the cantonal Kantonsrat (180 members) and the city's Gemeinderat (125 members). Similarly, the cantonal Regierungsrat has 7 members while the city's Stadtrat has 9. Remember: canton = bigger territory but fewer executives!
